Pop-up window by clicking "Backup-> Save to / Load From" doesn't show up, and the command line load might be not working. #2417

Describe the bug
Last time that it worked is more than 1 year ago. First time that I noticed it is 20 days ago. Tried on two computers (win11), one with fresh windows installation. Tried to uses command line to save/load settings. Saving is working, Loading is not, but at that time I already installed and uninstalled Winhawk on my new windows installation(will test later). Probably windows updates.
