Support for a config file

Add support for a `gitbackup.yml` as a configuration file. Secrets will be specified as ENVIRONMENT variables to look up at runtime

Desired UX

- Sub command to create a config file and also validate it
- This will not support github oauth flow, so, we should have a validation command
