[Bug]: Cannot scroll file content when opening or focus changing

Current Behavior

Cannot scroll file or web page content using keyboard when they open in a new block.

Expected Behavior

Arrow keys work right away when a new block (web, file view) opens and in focus.

Steps To Reproduce

• Use case: wsh view FILE, or wsh web open "search text"

  • New block opens and is in focus
    • mouse scroling works
    • keyboard scroling (arrows keys) does not work
      Workaround: mouse click on the focused block => scrolling works with arrows keys

• Switch from a "keyboard scrollable" block to another and switch back -> cannot scroll using the keyboard again. Need to mouse-click on the focused block to scroll with the keys again.
