Purpose

• Add signposting to project and registration metadata pages

Summary of Changes

• Add metadata page to be server-side rendered
• Add describes links to http response header
  • This link will not use the typical Level2 linkset object that we used for landing pages. Instead this will use the Level1 recipe which will just have one link of rel="describes"
• Add new removeSignpostingLinkTags method to remove <link> tag when component is destroyed to prevent adding up of <link> tags
