This PR standardizes repo bootstrap and AI-agent workflow:\n\n- adds/normalizes runtime pinning\n- adds/updates with repo run/test notes\n- adds as a deterministic smoke entrypoint\n- aligns package metadata where applicable\n\nValidation: passes on local machine.
