PyPI allows [publishing to PyPI with a Trusted Publisher](https://docs.pypi.org/trusted-publishers). This is a debugging on dev release workflow. Note that the job was split because publish requires: ```json permissions: id-token: write ``` JIRA: TRIVIAL risk: low
