Small, localized change to request timeout/abort wiring plus version bumps; behavior should remain equivalent aside from improved cleanup of abort listeners.

Overview
Bumps the SDK version to 0.30.1 and updates the release manifest and CHANGELOG for the automated release.

In Kernel.fetchWithTimeout, abort handling is restructured by generating a lightweight abort callback (_makeAbort) and explicitly removing the abort listener in finally, reducing the risk of retained request state/memory leaks across environments.
