We'll be retiring the current classic PAT due to security vulnerability.

A new fine-grained token
LINZ_GITHUB_AUTOMATIONis provisioned into this repo as replacement. The token only have access to this repo. The currentSTEP_ENABLEMENT_SERVICE_PATsecret will be deleted once this is merged.
