Ability to edit level ID

now it's possible to edit a demon's level ID through PATCH /demons/

it still abides by the 24hr demon refresh ratelimit, so if the new ID isn't present in gj_level then it's going to take a bit for the new info to be loaded

for the russian translations i just referenced stuff exsii already wrote
