chore: Add yarn

Purpose

Add dependencies for Cypress and also install Yarn

     xvfb \
     libgtk2.0-0 \
     libgtk-3-0 \
     libgbm-dev \
     libnotify-dev \
     libgconf-2-4 \
     libnss3 \
     libxss1 \
     libasound2 \
     libxtst6 \
     xauth \

Tested building image locally successfully as well using :
make docker-build or
sudo docker build --build-arg RUNNER_VERSION=2.272.0 --build-arg DOCKER_VERSION=19.03.12 --tag runnertest:1.1 .

This setup worked to allow cypress to install: https://github.com/taskade/taskcade/pull/5947 .

Chrome is installed separately on Cypress workflow.
